Convention co-Chairs respond to Devolution White Paper

Comment from co-Chairs of the Convention of the North, Clare Hayward and Phillippa Williamson, leader of Lancashire County Council.

“Devolution is already having a huge impact on the North of England, demonstrating the benefit of taking decisions locally for the benefit of those most affected.”

“Once the full proposals of the Devolution White Paper are set out, we’re keen to understand how the suggested devolution arrangements would work for all parts of the North – both those with existing arrangements and those still looking to solidify their plans.

“The creation of Strategic Authorities is a step in the right direction to help us create a North, of the North, by the North.

“To have maximum impact, devolution policy needs to assign adequate resources for local and combined authorities to enable accelerated growth and the macroeconomic benefits that can come from broader devolution.

“It is exciting to see that both transport and energy infrastructure will be incorporated into the policy, ensuring that Strategic and Local Authorities with real pinch points have the power and capability to make the necessary interventions and come to a faster resolution for their communities.

“We would also want to see more progress on fiscal devolution, allowing our areas the opportunity to raise more funding to be spent locally if needed, and there is a clear economic case made, as well as greater policy-making powers in areas like skills and innovation.

“As the Convention Co-Chairs, we welcome further devolution of powers and are excited to see what areas across the North can do with them.”
